New regulated facility startup: separate construction from operational readiness

Construction completion is a project milestone. Operational readiness asks a different question: can the actual people, processes, systems, and records support the intended regulated activity?

Review the installed configuration

Reconcile drawings, equipment identities, utilities, software configuration, and current use. Record deviations from the assessed design and the rationale for their disposition. Do not assume installation acceptance covers every later operating condition.

Practice normal work and exceptions

Use authorized training materials to rehearse receipt, production or testing, review, and disposition. Then rehearse an exception: an unacceptable calibration check, a missing record, an interrupted cleaning step, or a held material. The purpose is to expose ownership and retrieval gaps before routine work depends on them.

Make the release decision explicit

A proposed readiness record can list evidence reviewed, remaining limitations, authorized operating scope, owners, and follow-up. State which open items prevent the next activity. Such a record is a practical management tool; it does not replace applicable qualification, validation, product authorization, or quality-unit obligations.

For drug operations, FDA’s CGMP overview links facility and control requirements with manufacturing capability. Device projects should assess the QMSR currently in effect. Different products need different evidence, and this article does not prescribe universal testing limits or a complete legal checklist.
