Building a new GMP facility: where compliance planning starts
A new facility project should begin with a defined product and operating scope. A building can be finished while the evidence needed to operate it is still incomplete. The useful first question is what the site will make, test, package, store, or release—and under which regulatory framework.
Define the operation before choosing the layout
FDA describes drug CGMP requirements as covering manufacturing methods, facilities, and controls. For a finished-drug project, use the applicable drug requirements as the starting point. A device project should assess the QMSR; a food, supplement, cosmetic, biologic, or combination-product operation requires its own applicability assessment. One generic “FDA facility checklist” cannot resolve these differences.
Create a design-to-evidence map
For each proposed operation, identify materials, people, equipment, utilities, records, and the quality decisions involved. Then document how the design supports that operation. Consider receipt and quarantine, material movement, cleaning and maintenance access, waste, testing, storage, and the handling of exceptions.
Bring quality, operations, engineering, laboratory, and relevant safety expertise into design review early. Record assumptions that still need evidence. Avoid treating a vendor’s standard drawing as the approved user requirement.
Set the evidence expectations before procurement
- Define intended use and requirements for critical equipment and utilities.
- Identify qualification, validation, and acceptance evidence appropriate to the actual risk and product.
- Assign responsibility for original data, configuration records, deviations, and change control.
- Plan procedures, training, maintenance, calibration, and laboratory readiness alongside construction.
Use decisions that can be reviewed
An independent preparation approach is to set documented readiness gates for design review, installation, system assessment, training, and operational release. These are project-management suggestions, not an FDA-prescribed sequence. State who can approve each decision and what unresolved issue would prevent progression.
No consultant can establish ongoing compliance from drawings alone. The conclusion depends on the applicable requirements and evidence that the actual operation can meet them.
